I think that next-gen consoles have no excuse to run at anything lower than 1080p 60FPS, because MGS5 clearly proven that a console has more value by itself when it has everything maxed out than when everything runs at a mediocre mid setting at 900p 30FPS as in the case with Watch Dogs. I'm glad you answered anyway and I will be more than happy to help you on updating this list. Anyway it's not a big deal to argue about that. Killzone SF can be locked at 30 FPS, but if you unlock the framerate it is basically a 1080p 60FPS game, even though the framerate fluctuates a lot. None of the games are "locked" at 60 FPS and rather they're optimized to run at that, it just runs V-sync which doesn't cap anything.
